Prometheus monitoring

The mapserver exposes a prometheus endpoint at the /metrics path

An overview of the collected metrics:

• tiledb get/set histogram
• cache hit/misses
• mapblock parse duration histogram
• mapblock render duration histogram
• tile render duration histogram
• various counters
